In a statement by Leyte’s provincial government, Provincial Administrator Edgardo Cordeño was quoted by DZMM TeleRadyo as saying that the hard drive of the CCTV inside the Baybay City Provincial Jail where Espinosa was detained was nowhere to be found.
Adding that they have no idea as to who might have taken the footage, Cordeño stressed that the provincial government would also conduct a separate probe to find the missing recording.
Espinosa, one of the local officials tagged by President Rodrigo Duterte as a narco-politician, was killed inside the jail together with fellow inmate Raul Yap after operatives of the PNP Criminal Investigation and Detection Group in Northern Leyte (CIDG-8) tried to serve a search warrant for illegal possession of firearms and drugs against the pair.
According to the CIDG, Espinosa and Yap shot at the operatives, forcing them to shoot back and kill Espinosa and Yap.
“Detectives of Northern Leyte CIDG8 led by PCI Leo Laraga together with RMU8 as participating unit implemented two search warrants inside the Sub-Provincial jail at Brgy. Hipusngo, Baybay City, Leyte in which a firefight ensued between the suspects) and the CIDG8 operatives that resulted in the deaths of the said suspects namely: Rolando Espinosa and Raul Yap,” the police incident report said.
However, the incident has also prompted calls for an investigation amid fears of a whitewash or cover-up.
The provincial jail warden and the family of the deceased have yet to issue their own statements on Yap and Espinosa’s deaths.

Espinosa and fellow slain inmate Raul Yap fired shots while being served a search warrant at the Baybay Provincial Jail in Leyte by operatives of the PNP's Criminal Investigation and Detection Group (CIDG) Region 8.
"Silang dalawa ang nagpaputok sa operatiba natin at napilitan po yung mga operatiba natin na gumanti at ito po yung nagresulta na ikinamatay ng mga suspek," said CIDG Region 8's Supt. Melvin Marcos.
