High-profile inmate Jaybee Sebastian was brought from the New Bilibid Prison (NBP) to the House of Representatives on Monday to take part on the inquiry on the alleged drug trade inside the penitentiary. The drug lord joined other witnesses in claiming that then Justice Secretary Leila De Lima received millions of drug money to fund her senatorial run.
Read on for the 10 confessions of Sebastian on De Lima’s links to the illegal drug trade at the NBP, in accordance to his sworn affidavit as reported by TV5 Interaksyon.
  1. Jaybee Sebastian said that he first met De Lima, along with other executives, during the time of former Bureau of Corrections (BuCor) Ernesto Diokno in 2011.
  2. Sebastian claimed that Junel Sanchez, the alleged bagman of De Lima, introduced him to the senator.
  3. The convicted kidnapper and car thief recalled that there were times that he saw the two held hands and heard De Lima called Sanchez, “sweetie.”
  4. He later confirmed that the two had a special relationship when Sanchez accidentally sent him a wrong message supposedly addressed to “sweetie.” Sebastian suspected it to be De Lima.
  5. He rebuffed fellow high profile inmate Herbert Colangco’s earlier claim that he took advantage of the other convict over the leadership in the penitentiary.
  6. He alleged that BuCor’s corruption in the penitentiary resulted in the loss of justice and discipline at the NBP.
  7. He denied claims that he was “untouchable” in the prison due to his close ties to the then secretary and instead pointed the accusations to Colangco.
  8. He noted that Colangco was the one who collects drug money from the drug lords to give to De Lima through Sanchez.
  9. He said he gave a total of P14 million on various occasions to De Lima with one directly given to the senator at the office of then BuCor director Franklin Bucayu and the rest to Sanchez.
  10. He stressed that the money collected from the drug trade was used to fund De Lima’s senatorial bid.
Aside from Sebastian, two other NBP hig-profile inmates, Peter Co and Vicente Sy also testified during the House inquiry. On his part, Co said he ordered National Bureau of Investigation (NBI) Deputy Director General Rafael Ragos to deliver P5 million worth of drug payola to De Lima, The Philippine Daily Inquirer reported. Co, through his interpreter, said that he was informed by a certain Hans Tan to deliver the P5 million to the former justice chief that was intended for the elections.
Ragos, in his testimony, said he delivered money to De Lima’s bagman and former driver Ronnie Dayan, at least nine times when he was officer in charge at the BuCor. He claimed that the total money amounted to P14.3 million.
